Definition

FR-44 refers to a heightened financial responsibility filing used primarily by Virginia and Florida, requiring liability limits roughly double each state's ordinary minimum. FR-44 is not required or recognized in Texas. A Texas driver who needs proof of financial responsibility after a DWI, uninsured accident, or license suspension will instead file an SR-22 certificate with the Texas Department of Public Safety under Texas Transportation Code §601.072. The Texas SR-22 only requires the state's standard 30/60/25 minimum liability limits, not the elevated limits associated with FR-44 in other jurisdictions. Drivers who relocate to Texas from a state with an active FR-44 should confirm their reinstatement requirements with Texas DPS, because Texas will typically accept an SR-22 on a Texas-issued policy instead. Drivers leaving Texas for Virginia or Florida should verify new requirements before cancelling their Texas SR-22 policy.
