What a Valid Texas Insurance ID Card Must Show
Under Texas Transportation Code §601.053, every operator of a registered Texas vehicle must carry proof of financial responsibility and present it on request. Every Texas-compliant insurance ID card — paper or digital — must display the following fields:
| Field | Required? | Note |
|---|---|---|
| Insurance company name | Yes | Underwriting carrier name on the policy |
| Policy number | Yes | Unique identifier for the policy |
| Policy effective date | Yes | When coverage started |
| Policy expiration date | Yes | When current term ends — must be in the future |
| Named insured | Yes | Policyholder name(s) |
| Vehicle year, make, model, VIN | Yes | Each insured vehicle listed |
| Liability limits (30/60/25 min) | Yes | Must meet Tex. Transp. Code §601.072 |
| NAIC company code | Optional but common | 5-digit insurer code used by TexasSure |
Accepted Proof Formats in Texas
Texas Transportation Code §601.053 explicitly allows electronic/digital proof of insurance — codified in 2013. Both paper and digital formats are equally valid:
| Format | Accepted? | Note |
|---|---|---|
| Paper ID card | Yes — most common | Mailed or printed from insurer portal |
| Digital ID card on phone | Yes — explicitly legalized 2013 | Tex. Transp. Code §601.053 allows electronic proof |
| PDF of declarations page | Yes, if it shows required fields | Useful backup if ID card lost |
| Insurer mobile app | Yes | Most insurer mobile apps, including A-LA partner carriers, support this |
| Email confirmation only | Risky — may not contain required fields | Always download the ID card after binding |
| Verbal confirmation only | No | Officer needs to see a document |
How TexasSure Electronic Verification Works
TexasSure is the statewide electronic insurance verification program operated jointly by the Texas Department of Motor Vehicles (TxDMV) and the Texas Department of Insurance (TDI). It works in three layers:
- Weekly insurer feeds. Every licensed Texas auto insurer transmits active policy data to TexasSure weekly, indexed by VIN.
- Real-time verification. Law enforcement at traffic stops, county tax assessor-collector offices at registration renewal, and the Texas DPS during license activities query TexasSure by VIN or license plate.
- Lapse notification. When TexasSure detects a registered vehicle with no active insurance policy, TxDMV sends an automated notice to the registered owner. Continued lapse can trigger registration suspension.
Important caveat: because insurers report weekly, a new policy can take up to about three weeks to appear in TexasSure after you bind. During this window, officers may see "no coverage found" even though your policy is active. This is why carrying a paper or digital ID card remains essential, especially in the first weeks after binding new coverage. That same card is what the county tax office asks for when it cannot verify you electronically — see do you need insurance to register a car in Texas.
When You Must Show Proof of Insurance in Texas
Under Texas Transportation Code §601.053, proof of insurance must be presented on request in the following scenarios:
- Traffic stops — any law enforcement officer can request proof at any stop
- Vehicle accidents — exchange insurance info with the other driver(s) and present to investigating officer
- Vehicle registration renewal — Texas county tax assessor-collector offices verify via TexasSure but may request the ID card
- Vehicle inspection — some inspection stations request proof at the emissions check (safety inspections for non-commercial vehicles ended Jan 1, 2025)
- Driver's license renewal or reinstatement — Texas DPS verifies through TexasSure and, when DPS requires one, an SR-22 filing
- Title transfer or new vehicle registration — required at the moment of registration
Penalties for Failing to Show Proof
Failure to present proof of insurance during a Texas traffic stop is a Class C misdemeanor under Texas Transportation Code §601.191. Fines:
- First offense: $175-$350 fine
- Subsequent offenses: up to $1,000 fine
- Driver Responsibility Program surcharge: repealed Sept. 1, 2019 (HB 2048) — no longer applies
- License and registration suspension: possible for repeat offenses
- SR-22 filing: may be required if DPS orders it (e.g., after a subsequent conviction or a suspension), for 24 months from the date of conviction
If you had active insurance but simply forgot the card, the court dismisses the citation when you bring proof that your coverage was in force on the date of the stop (Tex. Transp. Code §601.193). A policy bought after the ticket does not qualify for this dismissal.
