What is a Matrícula Consular?

The Matrícula Consular de Alta Seguridad (MCAS) is an official photo identification card issued by the Mexican government through its consulates to Mexican citizens living outside Mexico. The current version, in use since 2006, includes a photograph, fingerprint, holographic security features, and biometric data — all of which allow it to function as a high-security primary identification document.

Approximately 33 US states recognize the MCAS as a valid ID, including Texas. It is accepted by most major US banks for opening accounts, by over 1,200 US police departments as a primary ID at traffic stops, by hospitals and clinics for patient registration, and by school districts for parent identification. The Texas Department of Public Safety lists the Matrícula Consular among acceptable identification documents for various administrative interactions.

For Texas auto insurance specifically, the Matrícula Consular establishes the policyholder's identity and address — the two pieces of underwriting information any Texas insurer needs to issue a policy.

Texas insurance law (governed by the Texas Department of Insurance and the Texas Insurance Code) does not require a US driver license or US-issued ID to obtain auto insurance. The legal requirement is identification sufficient to verify the policyholder's identity and a vehicle (for owner policies) registered or in the process of being registered in Texas.

The Matrícula Consular satisfies the identification requirement at every non-standard carrier we work with at A-LA. The Texas Motor Vehicle Safety Responsibility Act (Transportation Code Chapter 601) sets minimum coverage requirements (currently 30/60/25, with phased increases under SB 30) — these requirements apply identically to all Texas drivers regardless of immigration status.

  • Matrícula + foreign license: Mexican license most common. Mexican licenses are recognized by Texas for short-term visitors and as proof of driving experience by underwriters.
  • Matrícula + International Driving Permit (IDP): Acceptable at many carriers when paired with a foreign license.
