California has some of the most consumer-protective β and complex β auto insurance regulations in the country. Understanding these laws helps you get the right coverage at a fair price.
Passed by California voters in 1988, Prop 103 requires insurers to base rates primarily on three factors: your driving record, annual miles driven, and years of driving experience. Critically, California is one of only a handful of states that explicitly prohibits insurers from using your credit score in auto insurance pricing. This law protects all California drivers β especially those with thin or poor credit histories β from being unfairly overcharged.
Senate Bill 1107 updated California's mandatory minimum liability limits for the first time since 1967. Effective January 1, 2025, every California driver must carry at least: $30,000 per person for bodily injury, $60,000 per accident for bodily injury, and $15,000 for property damage (30/60/15). Driving with the old 15/30/5 limits is now non-compliant. A-LA issues policies meeting the new SB 1107 minimums same-day.
California's 'No-Pay, No-Play' statute (California Civil Code Β§3333.4) restricts uninsured drivers from recovering non-economic damages β such as pain and suffering β in accident lawsuits, even if the other driver was at fault. If you were driving uninsured at the time of an accident, you can still pursue economic damages (medical bills, lost wages), but you lose the right to sue for non-economic losses. This makes carrying at least minimum liability coverage critically important.
Assembly Bill 60, signed into law in 2013, allows California residents who cannot prove lawful presence in the United States to obtain a California driver's license. AB 60 licenses are issued by the DMV and are valid for all driving purposes within California. A-LA Auto Insurance accepts AB 60 licenses and can insure AB 60 license holders same-day β no additional documentation required beyond the license and vehicle information.
According to the Insurance Research Council (IRC) and the National Association of Insurance Commissioners (NAIC), approximately 16% of California drivers are uninsured β one of the highest rates in the Western United States. That means roughly 1 in 6 vehicles you share the road with carries no insurance.
This statistic has real consequences for every insured driver. When an uninsured motorist hits your vehicle, recovering damages becomes a legal battle β unless you carry Uninsured Motorist (UM) coverage, which is available as an add-on through A-LA. The No-Pay, No-Play law also affects uninsured drivers' ability to sue for non-economic damages if they're injured.
High uninsured driver rates also contribute to higher overall premiums in dense California metro areas like Los Angeles, the Inland Empire, and the Central Valley β insurers price in the statistical risk of encountering uninsured drivers in these corridors.
Most states allow insurers to use your credit score as a major factor in setting your auto insurance premium. California does not. Under Proposition 103, California insurers are prohibited from using credit history or credit score as a rating factor for auto insurance.
This is why A-LA's no-credit-check approach works so well in California. We're aligned with state law β your credit score never touches your quote. Drivers with poor credit, no credit history, bankruptcy, or ITIN-only status are rated exactly the same as anyone else with the same driving record. Call (866) 252-6116 and see what your driving record alone can qualify you for.

California law mandates certain discounts β and there are others every driver should ask about. A-LA agents automatically apply every discount your situation qualifies for across all 35+ carriers we compare.
California law requires insurers to offer a minimum 20% discount to drivers who have been licensed for 3+ years with no at-fault accidents and no more than one moving violation during that period. This is not optional β it's required by law under Prop 103. If you qualify, A-LA agents will ensure you receive every carrier's good driver rate automatically.
Insure two or more vehicles on the same California policy and most carriers reduce your per-vehicle premium by 10β25%. Perfect for families, roommates sharing a policy, or small business owners with multiple personal vehicles. Call A-LA to bundle your cars β rates vary by carrier and vehicle type.
Several carriers in our network offer usage-based insurance (UBI) programs that monitor your real driving behavior β braking, acceleration, night driving, and miles. Low-mileage, careful drivers can save an additional 10β30% on top of their base rate. Ask your A-LA agent which carriers in California offer telematics programs for your vehicle.
If you drive fewer than 7,500 miles per year β common for remote workers, retirees, or drivers in urban areas who use public transit β many California carriers offer low-mileage discounts of 5β15%. A-LA agents ask about your annual mileage upfront to make sure you're priced correctly from day one.
Paying your 6-month or annual California premium in full at the start of the policy period typically earns a 5β10% discount with most carriers. If budget allows, this is one of the simplest ways to reduce your total insurance cost. A-LA will quote you both payment options β monthly and paid-in-full β so you can choose what works best.
Most California carriers in the A-LA network offer a small discount (typically 2β5%) for enrolling in electronic billing and paperless policy delivery. It's free money β A-LA handles enrollment on your behalf during the quoting process so you never miss this discount.
Not sure which discounts you qualify for? Our agents check every one automatically.
