Joint Base San Antonio: Three Installations, One Insurance Market
Joint Base San Antonio is the largest joint base in the Department of Defense by population, formed in 2010 by the merger of three historic installations: Lackland Air Force Base, Randolph Air Force Base, and Fort Sam Houston. Together they host the 502d Air Base Wing and support more than 80,000 service members, DoD civilians, contractors, and dependents who report to JBSA every working day.
Lackland (ZIP 78236) sits on the southwest side of San Antonio off Highway 90 and is the basic-training entry point for the U.S. Air Force. JBSA-Randolph (ZIP 78150) is northeast of San Antonio in Universal City, home to Air Education and Training Command. Fort Sam Houston (ZIP 78234) sits in central San Antonio just north of downtown and is the home of Army medical training. The three are administratively unified but geographically distinct — each draws service members into different off-base ZIP code clusters that drive insurance rating.
For auto insurance purposes, this means "JBSA driver" is not a single rating profile. A Lackland trainee in barracks on Selfridge Avenue rates differently than a Randolph instructor pilot in Universal City and differently again than a Fort Sam medical NCO in Government Hill. A-LA's 35+ carrier panel spans the rate spectrum and lets us match each profile to the most competitive carrier.
Military Discounts: 5–15% on the Specialty Panel
A-LA represents 35+ Texas Department of Insurance-licensed carriers. Within that panel, multiple carriers apply explicit military discounts of 5–15% off the policy premium when you provide proof of service. Eligible documentation includes a Common Access Card (CAC), military ID for active-duty and reservists, a DD Form 214 for veterans, and orders documenting current assignment to JBSA.
Active Duty
Current Air Force, Army, Navy, Marines, Space Force, Coast Guard.
10–15% typical
National Guard / Reserve
Drilling reservists and Guard members in good standing.
5–10% typical
Veterans
Honorably discharged with DD-214.
5–10% typical
The military discount stacks on top of other discounts — prior-coverage credit, multi-vehicle, paid-in-full, and good-driver. Combined savings of 25–40% off the standard rate are common for an active-duty E-5+ household at JBSA with a clean three-year driving record.
Deployment Storage Coverage: Save 60–80% While You're Gone
A 6-, 9-, or 12-month deployment to a CENTCOM, AFRICOM, INDOPACOM, or other overseas duty station typically means a JBSA-garaged vehicle sits parked. Carrying full liability and collision coverage during deployment is unnecessary — the vehicle is not being operated. A-LA structures "storage" or "comprehensive-only" coverage that drops the liability portion temporarily.
Practical effect: typical $145/month full-coverage policy drops to $25–$45/month during deployment, while the vehicle remains protected against theft, hail, vandalism, flood, falling trees, and fire. Resume full coverage with a single call upon return. There is no underwriting penalty for the storage period — most carriers treat it as continuous coverage for prior-credit purposes.
Important: If anyone — spouse, dependent, or otherwise — will drive the vehicle while you're deployed, keep at least the state-minimum 30/60/25 liability in force. Storage coverage is only appropriate when the vehicle will not be operated. If your spouse will keep driving, the policy can be re-rated with them as the primary driver instead.
Servicemembers Civil Relief Act: Federal Protections That Matter
The Servicemembers Civil Relief Act (SCRA, 50 U.S.C. §3901 et seq.) is the federal statute that protects active-duty service members from certain civil legal and financial consequences while on duty. For auto insurance, the practical protections include:
- No mid-term rate hikes triggered by deployment. Carriers cannot increase your premium because you were deployed. Renewal rates can change, but mid-term surcharges tied to deployment status are barred.
- Cancellation rights. Service members can cancel auto policies upon entering active duty or PCSing without paying short-rate cancellation fees that civilian policyholders would owe.
- Default judgment protection. If you're sued in connection with an at-fault accident and cannot appear because of deployment, SCRA allows you to request a stay of proceedings. Your A-LA agent coordinates with the carrier's legal team.
- Texas-specific extensions. Texas law extends some SCRA protections; the Texas Attorney General's consumer protection division publishes service-member-specific guidance.
PCS Moves From JBSA: Continuous-Coverage Rebind
Call A-LA 2 weeks before report date
Phone (866) 252-6116 with your PCS orders, new garaging address, and report date. The earlier we know, the smoother the transition.
Re-quote across the carrier panel for the destination state
We re-shop your file across the carriers that write in your destination state. Most A-LA carriers write in all 50 states, so the same carrier often follows you. If not, we find a successor that preserves your prior-coverage credit.
Bind the new state policy on the move date
Effective date is the day you arrive at the new duty station. The Texas policy cancels effective the day before. No coverage lapse, no rate penalty.
Register the vehicle in the new state
Each state has its own registration timeline (typically 30–60 days). The new carrier files state-specific filings if required; we handle those automatically.
Notify lenders and lienholders
If you have a vehicle loan, send the new policy declarations to the lienholder. Most lenders require notice within 30 days of any policy change.
