What the Matrícula Consular Is — and What It Is Not
The Matrícula Consular de Alta Seguridad (MCAS) is a high-security identification card issued by Mexican consulates to Mexican nationals living abroad. The current version, in use since 2014, includes biometric data, holographic security features, and a machine-readable zone meeting ICAO international standards. It is recognized as primary government identification by financial institutions, insurance carriers, and many U.S. state and local agencies — but it is not a U.S.-issued document, not a driver's license, and not proof of immigration status.
For auto insurance purposes, the Matrícula gives the carrier a verifiable, sovereign-issued photo ID that satisfies the "know your customer" requirements baked into modern underwriting.
