Mexican Consulate ID (Matricula Consular)
The matricula consular is an identification card issued by the Mexican government through its consulate offices in the U.S. It is widely accepted by Texas insurance carriers as a valid form of photo identification. The Dallas and Fort Worth consulates issue these IDs.
Foreign Passport
A valid passport from any country serves as government-issued photo identification. Many Texas carriers accept foreign passports — from Mexico, Guatemala, Honduras, El Salvador, and any other country — as sufficient ID for issuing an insurance policy.
Foreign Driver's License
Some Texas insurance carriers accept a valid driver's license from your home country. While a foreign license does not authorize you to drive indefinitely in Texas, certain carriers will use it for identification purposes when issuing a policy. Requirements vary by carrier.
Getting a Texas Driver's License
While you can purchase car insurance without a Texas driver's license, you do need a valid license to legally drive on Texas roads. The Texas Department of Public Safety(DPS) issues driver's licenses to Texas residents.
Texas requires applicants to provide proof of identity and Texas residency. The specific documents you need include proof of identity (such as a passport or birth certificate), proof of Social Security number or a letter of ineligibility from the Social Security Administration, proof of Texas residency (such as a utility bill or bank statement), and proof of U.S. citizenship or lawful presence.
