Definition

Matrícula Consular refers to the official Mexican consular identification card issued by Mexican consulates in the United States, used as an accepted identity document by many Texas non-standard auto insurance carriers in place of a US driver license. A Matrícula includes the holder's photograph, full name, date of birth, current US address, and a unique consular identifier — making it useful for insurance underwriting even when the policyholder does not hold a state-issued license. Texas does not prohibit insurers from issuing policies to drivers identified by Matrícula Consular, and carriers such as Progressive, Kemper, Bristol West, and Bluefire Insurance routinely accept it. A driver whose primary identity document is a Matrícula must still present a valid license — whether Texas, US, Mexican, or international — to legally operate a vehicle.
